(1) Vacancies occurring other than through the expiration of terms shall be filled for the unexpired terms by appointment by the mayor with the confirmation by the City Council.

(2) Members may be removed by the mayor with the approval of the City Council for inefficiency or neglect of duty. (Ord. 87-9 §1, 1987).
