If any member of the planning commission concludes that he or she has an appearance of fairness conflict with respect to a matter pending before the commission such that he or she cannot discharge his or her duties on the commission, he or she shall disqualify himself or herself from participating in the deliberations and the decision-making process with respect to the matter. If this occurs, the mayor with the approval of the City Council may appoint a person to serve as an alternate on the planning commission to serve in place of the disqualified member in regard to such a matter.
