(1) Purposes. The purposes of this Chapter are:

(a) to protect the environment and promote the health, safety, and welfare by establishing a system and standards for the collection, removal, and disposal of solid waste in and from the city; and,

(b) to provide that the collection, removal, and disposal of solid waste on and from all premises within the city be compulsory and universal for all persons in order to maintain the public health and sanitation.

(2) Applicability. The provisions of this Chapter shall be applicable to premises located in all zone districts, except the zone district designated as “WSU”. (Ord. 90-13 §1, 1990).
