The City Engineer is authorized and empowered to grant permits under the conditions herein set forth to such person, firms, or corporations, as may apply therefor to use, occupy, and obstruct a street, alley, highway, sidewalk, or public place, provided that in no event shall such obstruction exceed one-third of the width of any street or alley. Such permit shall be granted only upon the condition that a safe and suitable passage way is provided for pedestrians at all times around such obstruction, and shall be for such period of time as the City Engineer deems warranted, under the circumstances.

Before any permit as herein provided shall be issued, the applicant shall pay to the treasurer of the City of Pullman the amount prescribed by the fee schedule listed below, which sum shall be used to defray inspection costs.
