It shall be unlawful for any person, firm, or corporation to build, construct, place, leave, or deposit in or upon any public street, alley, highway, sidewalk, or public place in the City of Pullman, Washington, any scaffold, construction, material, rubbish, gravel, rock, earth or any other thing that obstructs, disturbs, or interferes with the free use and safe enjoyment by the public of said street, alley, highway, sidewalk, or public place, without first securing and obtaining a written permit from the City Engineer as hereinafter provided.
