(1) Billing Dates. All water users shall be billed on a monthly basis.

(2) Due Dates – Interest Charges. All user charges for water service including the City shall be due and payable as of the date of billing and any charges not paid by the thirtieth day following the date of billing shall become delinquent thereafter. Delinquent charges shall be assessed interest at such rate as shall be set from time to time by resolution of the City Council.

(3) For any user who becomes delinquent in the payment of water rates, fees and charges established by the City Council, the finance director may require, as a condition of further service, a security deposit in an amount not to exceed twice the average monthly bill of the user over the preceding twelve months.
