All public works improvements, whether publicly or privately funded, shall be designed and constructed in accordance with the “City of Pullman Standard Construction Specifications,” 2018 Edition, which are hereby adopted by reference by the City Council; provided, however, privately funded construction need not comply with Sections 2, 3, 4, 8 and 9 of Division I of the 2018 Standard Specification for Road, Bridge, and Municipal Construction written and promulgated by the Washington State Department of Transportation. Any improvements, the plans for which have been approved by the director of public works before the effective date of the ordinance codified in the Chapter, shall be governed by the Standard Construction Specifications for the city of Pullman in effect prior to the effective date of the ordinance codified in this Chapter.
