(1) Each user shall be liable for and pay a monthly user fee which shall be classified by the type of user and established by resolution of the City Council. The director of public works is authorized to impose in lieu of the user fees herein authorized and established by resolution of the City Council, such specific fees for sewer users that have sewage wastes loadings which are different than normal sewage loads as documented by test data or other evidence acceptable to the director of public works and these fees shall also be set by resolution of the City Council.

(2) Each new sewer user shall be required to pay a general facilities charge for the capital cost of the sewer system.

(3) For any user who becomes delinquent in the payment of sewer rates, fees, and charges established by the City Council, the finance director may require, as a condition of further service, a security deposit in an amount not to exceed twice the average monthly bill of the user over the preceding twelve months.
