For the purposes of this Chapter the following definitions shall apply:

(1) “BOD” or “biochemical oxygen demand” means the measure of decomposable organic material in domestic or industrial wastewaters as represented by the oxygen utilized over a period of five days at twenty degrees Celsius and as determined by the appropriate procedure in “Standard Methods.”

(2) “Commercial establishment” means all other structures or buildings not included in the definition set forth in subsections (3), (6), (7), and (8) including but not limited to churches, schools, factories, hotels, motels, businesses, and group living houses as defined in subsection (5).

(3) “Duplex residential dwelling unit” means a structure containing or consisting of two dwelling units contained under one roof and served through a single water service connection.

(4) A “dwelling unit” means an independent living unit within a dwelling structure designed and intended for occupancy by not more than one family and having its own housekeeping and kitchen facilities.

(5) “Group living house” means a fraternity, sorority, or a dwelling where a group of persons live as a group, and are associated and dwell together for mutual benefit. The rated capacity of such a group living house would be the number of residents which they file as their requested maximum permitted membership with the Dean of Students of Washington State University.

(6) “Mobile home spaces” means separate residential units served by a single water service connection, in a city licensed or approved mobile home park.

(7) “Multifamily residential dwelling unit” means structures containing or consisting of three or more residential dwelling units contained under one roof, held under one common ownership and served through a single service connection.

(8) “Single-family residential dwelling” means an individual dwelling unit served by a single water service connection.

(9) “Standard Methods” means the current edition of Standard Methods for the Examination of Water and Wastewater as published by the American Public Health Association.

(10) “Suspended solids” or “suspended matter” means the insoluble solid matter suspended in wastewater that is separable by laboratory filtration in accordance with the procedure described in “Standard Methods.”

(11) “User” means a person, firm, corporation, entity, user, owner, or occupant of a building, property, or premises using or having available for use sewer service connected to the sewer system of the city of Pullman.

”User” also means the person or entity responsible for paying for sewer use or sewer charges as shown on the records of the city finance department. (Ord. 86-27 §1, 1986; Ord. 79-74 §1, 1979).
