Nuisance – Impoundment. Any stray dog, miniature pig or other animal, except a domestic cat, which is not under control, or is running loose, roaming, or running at large in the city on any street, alley, sidewalk, or in any city park, playground, cemetery, or in any other public place, or on the public or private premises of a person other than the keeper without the express or implied permission of the owner or person in possession of such public or private premise is declared to be a nuisance. Any such stray dog, miniature pig or other animal may be seized while on any such public or private property by the code enforcement officer or any city police officer and impounded.
