The keeper of any animal shall not cause, permit, or allow such animal, except a domestic cat, to be loose, roam, run at large or to be away from the premises of the keeper unless the animal is under control, or is on the premises of another with the express or implied consent of the owner or the person in possession thereof. (Ord. 87-6 §1, 1987).
