The charges for the rental for the use of such equipment by the various divisions and departments of the City of Pullman shall be sufficient to cover the maintenance, operation, repairs, and replacement of the equipment, and the rental charges shall be fixed and in accordance with a resolution or resolutions, from time to time, adopted by the City Council.
