The Finance Director of the City of Pullman shall keep such records as may be required to identify the source of moneys in said airport fund insofar as any moneys therein shall have been received from the City of Moscow as rentals or otherwise and shall further keep such records as may be required to trace the expenditure of such moneys from the City of Moscow.
