The purpose of this Chapter is to assure the provision of adequately sized and designed off-street parking and loading areas and, by so doing, to reduce traffic congestion, reduce the crowding of on-street parking spaces, enhance traffic and pedestrian safety, enhance the appearance of parking areas, and protect adjacent properties from the adverse impacts of uses with inadequate off-street parking.
