The purpose of this Chapter is to provide the basic procedure for processing appeals. Decisions made pursuant to Title 17, Zoning, and Title 5, Health and Sanitation, may be appealed as provided in this Chapter unless specific provisions of Title 17 or Title 5 provide otherwise.
