(1) The City Council shall within sixty (60) days from its receipt of the recommendation concerning the proposed change to the Comprehensive Plan hold a public meeting. The City Council, within ninety (90) days of the conclusion of the public meeting, shall vote to:

(a) approve the change to the Comprehensive Plan by adopting an appropriate resolution; or

(b) modify and approve, as modified, the change to the Comprehensive Plan by adopting an appropriate resolution; or

(c) disapprove the change to the Comprehensive Plan by adopting an appropriate resolution; or

(d) refer the proposed change back to the planning commission for further proceedings, in which case the City Council shall specify the time within which the planning commission shall report back to the City Council its findings and recommendations on the matters referred to it.

(2) The final form and content of the changes to the Comprehensive Plan shall be determined by the City Council.

(3) An affirmative vote of not less than a majority of the total members of the City Council shall be required for the adoption of a resolution to approve the Comprehensive Plan or any amendments thereto. (Ord. 03-33 §45, 2003; Ord. 87-9 §1, 1987).
