The planning commission and City Council shall consider the following factors when reviewing proposed amendments to the Comprehensive Plan or the adoption of a new plan:

(1) the effect upon the physical environment;

(2) the effect upon the economic environment;

(3) the effect upon the social environment;

(4) the effect on open space, streams, and rivers;

(5) the compatibility with and impact on adjacent land uses and surrounding neighborhoods;

(6) the adequacy of and impact on community facilities including utilities, roads, public transportation, parks, recreation, and schools;

(7) the benefit to the neighborhood, city, and region;

(8) the quantity and location of land planned for the proposed land use type and density;

(9) the current and projected population density in the area proposed to be changed and the surrounding area; and,

(10) the effect of the proposed change upon other aspects of the Comprehensive Plan. (Ord. 87-9 §1, 1987).
