Reasonable access to the site shall be provided to the city, state, and federal agency review staff for the purposes of inspections during any proposal review, restoration, emergency action, or monitoring period. Additionally, the city or its agent shall have reasonable access to the site for completing necessary remediation work in the event of noncompliance. Failure to provide access shall be deemed a violation and shall be subject to the penalties set forth in Subsection 16.50.220(4). (Ord. 03-18 §25, 2003).
