(1) to provide for the regulation of the City of Pullman water system, including the construction of new facilities, in order to provide for a uniform and integrated water system, to protect the public health, safety, and welfare, and to carry out the water system plan of the City.

(2) to establish the authority for the acquisition, design, construction, maintenance, management, and operation of the City's water system. (Ord. 88-23 §1, 1988).
