There is established a municipal transit system in the city for the transportation of passengers pursuant to RCW 35.95.010. The establishment, maintenance, and operation of said transit system shall be accomplished promptly and with dispatch by lease, purchase, rental, or otherwise of all rolling stock, fixtures, equipment, and other properties necessary for the operation of such transit system, and to include by lease or hiring the services of such personnel as shall be necessary for the operation of said system.
