The City Council may, by resolution or amendment hereto, adopt and prescribe rules and regulations governing the installation in dedicated utility easements, streets, alleys, or public rights-of-way of all utility facilities not inconsistent with any franchise or grant, contractual or statutory, of the city or the laws of the state of Washington and may under the authority of this Chapter delegate authority to the various administrative officers of the city to enforce such rules and regulations.
