(1) The Salary Commission, with support from city staff, shall review the compensation of elected officials in other cities in Whitman County and all adjoining Washington counties and those cities of comparable size, economic conditions, and political structure located in Washington State.

(2) All meetings of the Salary Commission shall be open to the public in accordance with Chapter 42.30 RCW, the Open Public Meetings Act; provided, the Salary Commission may not meet in executive session. The Salary Commission shall hold at least one properly advertised open public hearing to take public comments and input before taking final action on a Salary Schedule.

(3) Due to the limited scope and nature of a Salary Commission, its regular meeting schedule will be determined at an initial special meeting of the Salary Commission scheduled by City staff in 2022 and each even numbered year thereafter. The meeting schedule adopted at an initial special meeting shall be the Salary Commission’s regular meeting schedule in accordance with Chapter 42.30 RCW and shall be published on the City’s website. A Salary Commission shall select its Chairperson and Secretary at the initial special meeting.

(4) Any communication to or from the Salary Commission as a body, or to or from an individual Salary Commission member and any incumbent City elected official, while the work of the Salary Commission is in progress shall be in writing and made part of the record of the Salary Commission’s proceedings.
