There is created an Arts Commission. The commission shall consist of seven members appointed by the Mayor with the consent of the Council, from individuals of recognized fitness for such a position. Commission membership shall consist of a majority of Pullman residents. The first appointed commissioners shall be appointed to fill terms as follows: three for one year; two for two years; two for three years. Thereafter, all appointments shall be for a term of three years. If a commissioner should resign before the expiration of his term, the Mayor, with consent of the Council, shall appoint an individual to complete said term.
