Violation of any of the provisions of this chapter shall be a Class 2.5 civil infraction and punishable by the penalty for the same as established by ordinance; provided, second and subsequent violations within a consecutive twelve month period shall be a Class 1 civil infraction and punishable by the penalty for the same as established by ordinance.
