(1) Maintenance Notification. A subscriber shall notify the Whitcom Regional Dispatch Center prior to any service, test, repair, maintenance, alteration, or installation of an alarm system. Any alarm activated where such prior notice has been given shall not constitute a false alarm.

(2) Repairs. When any false alarm caused by a malfunction of an alarm system has occurred, the subscriber shall cause the alarm system to be repaired to eliminate the malfunction.

(3) Automatic Dial Telephone Devices – Penalty. It shall be a violation of this chapter for any person to install any automatic dialing device which directly dials any telephone number of the Police Department. Any person whose automatic dialing device directly dials any number of the Police Department shall be deemed to have committed a Class 3 civil infraction and shall be assessed a monetary penalty in accordance with PCC 1.02.020.

(4) Audible Alarm Requirements – Penalties.

(a) No person shall install any alarm system with an audible alarm unless the system is equipped with an automatic shutoff mechanism capable of deactivating the audible annunciator within thirty (30) minutes after the time the alarm system is actuated. Upon a first response to any existing alarm system with an audible alarm, the Chief of Police shall provide written notification of the requirement to install an automatic shutoff mechanism. The subscriber shall have ninety (90) days from the date of notification to install an automatic shutoff mechanism as described above or to deactivate the alarm system. It shall be a violation of this chapter for any person to fail to install an automatic shutoff mechanism or to deactivate the alarm system within ninety (90) days as described in this section, and any person who fails to do so shall be deemed to have committed a Class 3 civil infraction and shall be assessed a monetary penalty in accordance with PCC 1.02.020.

(b) The Chief of Police may authorize the disconnection, removal, or other means to terminate an audible alarm after sixty (60) minutes of continuous activation.

(c) It shall be a violation of this chapter for any person to install or maintain any audible alarm or other alarm system annunciator in or upon the exterior of a building which, upon activation, emits a sound similar to sirens used on emergency vehicles or for civil defense purposes. Any person who installs or maintains any audible alarm or other alarm system annunciator as described in this subsection shall be deemed to have committed a Class 3 civil infraction and shall be assessed a monetary penalty in accordance with PCC 1.02.020.
