Local improvement districts may be created by the City Council and creation thereof, and assessments levied and collected and bonds and warrants issued, in accordance with the applicable statutory provisions of the state of Washington and the provisions of this Chapter and Chapter 4.44, Local Improvement Guaranty Fund.
