Any person aggrieved by a decision or determination of the finance director, shall have the right to appeal such determination to the city council by filing a notice of appeal within ten days after the determination is made, and the city council has the power to affirm, disaffirm or modify such administrative determination and any person aggrieved by any determination of the city council has the right of appeal to the superior court of Whitman County in accordance with applicable law.
