The city clerk shall have the power to adopt rules and regulations not inconsistent with the terms of this Chapter for carrying out and enforcing the payment, collection and remittance of the tax levied in this Chapter, and shall place on file a copy of the rules and regulations for public examination in the clerk's office. Failure to or refusal to comply with any such rules or regulations is a violation of this Chapter. (Ord. 80-46 §11, 1980).
