No person, firm, or corporation or agent or employee thereof shall discharge a blast unless they, it, or their employees shall first obtain a license to discharge a blast and handle such explosives as herein stated. A blaster within the meaning of this section is a person familiar with the handling of explosives and who has had a least one year actual experience in blasting. Such person or persons shall annually obtain a license from the Department of Labor and Industries as required in RCW 70.74.022. Such license shall be accepted by the city of Pullman as proof of qualification to use explosives or blasting agents. (Ord. 15-9 §5, 2015; Ord. 99-14 §2, 1999; Ord. B-158 §2, 1974).
