Any person or persons, partnership, or corporation desiring to use explosives or blasting agents within the corporate limits of the city may apply to the director of public works and the chief of police for permission to carry on such activity, which permission shall be granted upon compliance with the provisions of this Chapter and all appropriate state rules and regulations.
