(1) Conditions. By accepting a license to operate as a solid waste collector in the city, the licensee agrees that it will,

(a) have service available for the collection, removal, and disposal of solid waste

(i) from the R1, RT, and R2 zone districts at least once every eight days.

(ii) daily, except Sundays and holidays, from all other zone districts.

(b) load all solid waste so that the contents of the load do not leak, blow, or fall from the load when transported.

(c) conduct its service in a manner consistent with applicable laws for promoting waste recycling.

(d) dispose of solid waste at sites approved by the state of Washington.

(e) pick up, collect and transport all solid waste placed within 10 feet of the usual and customary location of any service location. This requirement shall not prohibit the licensee from charging extra fees for such pick up or collection in accordance with its approved tariff.

(f) provide upon written request of the Public Services Director or his/her designated representative the name, address, phone number or other information to identify any person who the Public Services Director has reason to believe is in violation of city solid waste collection laws.

(2) Authority of WUTC. The provisions of 6.10.050(1) are not intended to diminish the role of the Washington Utilities and Transportation Commission in granting a certificate of convenience and necessity and enforcing its regulations for retaining a certificate of convenience and necessity it has issued to a person.
