The purpose of this Chapter is to provide for the licensing and regulation of commercial solid waste removal in order to promote practices used in the collection, removal, transport, and disposal of solid waste from the city that are consistent with protecting the environment and the health, welfare, and safety of all of the residents of the city of Pullman.
