Any person who violates this section and previously has either violated this section or has failed to appear as directed when served with a citation and notice to appear for a violation of this section is guilty of a misdemeanor. This is intended as an exception to the penalty provision of Pullman City Code 1.02.010(1). (Ord. 98-35 §1, 1998; Ord. 98-17 §4, 1998).
