Words used in this Chapter shall have their normal and customary meaning, unless specifically defined otherwise. The following words and terms used in this Chapter shall have the following meanings unless when used the context clearly indicates to the contrary.

(1) “Business” means a commercial enterprise intended to return income or a monetary profit for its owner or owners.

(2) “City” means the city of Pullman, Washington.

(3) “Enforcement Officer” means a person appointed by the mayor to enforce the provisions of this Chapter, who is not an officer of the police or fire services departments.

(4) “Litter” means all waste material, including but not limited to, disposable packages or containers, cardboard boxes, cans, bottles, paper, plastic and paper bags, and wrappers thrown or deposited as herein prohibited, but not including waste material used in conjunction with recycling or composting.

(5) “Litter receptacle” means a litter container meeting the minimum requirements of the regulations of the state department of ecology.

(6) “Park” means a park, playground, athletic field, or any other area in the city, devoted to active or passive outdoor recreation.

(7) “Person” means any individual, political subdivision, government agency, municipality, industry, public or private corporation, co-partnership, association, firm, or other entity, whatsoever.

(8) “Private residence” means any privately owned yard, grounds, walk, driveway, dwelling, house, building, or other structure, including appurtenant porches, steps, or vestibules, used or designed either wholly or in part for private or commercial residential purposes, whether single family, duplex, or multiple, and whether inhabited or temporarily or continuously uninhabited or vacant.

(9) “Public place” means any street, sidewalk, or other area that is used or held out for use by the public whether owned or operated by public or private interests.

(10) “Street” for the purpose of this Chapter is synonymous with and includes road, highway, and alley.

(11) “Vehicle” includes every device capable of being moved upon a public street and in, upon, or by which any person or property is or may be transported or drawn upon a public street, excepting devices moved by human or animal power or used exclusively upon stationary rails or tracks.
