(1) Charges for ambulance service, equipment, and supplies shall be levied at a rate established by resolution of the City Council of the city of Pullman. The City Council shall review on an annual basis the charges for ambulance service, equipment, and supplies. The city staff shall present to the council as a part of their review, information and statistics concerning all costs of operating the ambulance.

(2) The ambulance shall be operated as a utility. To that end, the charge for ambulance service shall as accurately as practicable, reflect the actual cost of operation, including but not limited to amortization of investment and debt service costs. All revenues derived from the charges levied by this section shall be used only for the operation, maintenance, and capital needs of the ambulance service owned and operated by the city of Pullman.
