The ambulance operated by the city shall be used primarily for emergency calls within the city of Pullman and the surrounding rural area and to make transfer calls within the city of Pullman, provided, the ambulance may be permitted to be utilized for transfer calls outside the city of Pullman so long as the ambulance is not then being utilized on an emergency call anywhere or on a transfer call within the city limits, provided, further, the ambulance will not be used for transfer calls where the patient is to be transferred from or to a hospital outside the city limits of Pullman unless no other method of transportation approved by the patient's physician is reasonably available.
