It shall be the duty of every owner, and every owner shall perform or cause to be performed such acts as may be necessary to

(1) spray, prune, care for, and maintain trees on the owner's property in such ways that are consistent with the purposes of this Chapter.

(2) cut down all diseased trees which in the opinion of the director, after consulting with two plant pathologists or entomologists or any combination thereof who are academically qualified in such studies, require they be cut down in order to adequately control the spread of disease causing organisms to other trees and vegetation off or on the owner's property.

(3) remove all cut down diseased trees or the prunings therefrom from the owner's property and cause their disposal as directed by the director, after the director has consulted with two plant pathologists or entomologists or any combination thereof who are academically qualified in such studies as to acceptable methods for disposal in order to prevent the spread of the disease causing organisms to other trees and vegetation.
