The purposes of this Chapter are to:

(1) control the spread of disease causing organisms from diseased trees.

(2) protect existing trees and/or other vegetation from the damage caused by organisms that cause tree disease.

(3) protect existing trees and other vegetation from destruction by communicable disease or other pestilence which endangers the growth, health, life, or well-being of trees or plants in the city, or which is capable of causing epidemic spread of communicable disease or insect infestation.
