There is established a “Cemetery Improvement Fund”. All moneys donated or bequeathed to the city for cemetery purposes and deposited in the Cemetery Improvement Fund shall be expended only for the purpose of purchasing or improving real property for cemetery purposes or the expansion of city cemetery facilities.
