The Finance Director may accept donations in amounts or values up to and including twenty thousand dollars ($20,000) and credit these amounts to the appropriate fund or fixed-asset inventory as appropriate without further specific approval of the City Council. Donations valued in excess of twenty thousand dollars ($20,000) shall be accepted only by a special ordinance of the City Council which shall specify the restricted purpose or purposes for which such donations may be used, where restricted by the donor.
