Nothing in this Title shall be construed to abrogate or impair the power of the city or any department thereof to enforce any provision of its ordinances or regulations, nor to prevent or punish violations thereof. Powers conferred by this Title are additional and supplemental to powers conferred by other laws. (Ord. 86-11 §§1, 16, 1986).
