The purpose of this Chapter is to establish provisions for exceptions to standards and requirements imposed by this Title to afford the flexibility necessary to make this Zoning Code as broadly applicable as possible, and also to establish provisions for certain uses which are supplementary or in addition to other standards and requirements imposed by this Title.
