(1) The planning commission shall meet once a month on the fourth Wednesday at 7:00 pm in the Council Chambers of Pullman City Hall, but if there is no scheduled business to come before the commission, the meeting may be cancelled.

(2) Four (4) members shall constitute a quorum for conducting business. A favorable vote of a majority of a quorum shall be required to recommend a decision in favor of the applicant. Failure to obtain favorable votes from a majority of a quorum shall constitute a denial recommendation. A tie vote shall be reported to the City Council with no recommendation.
