For each separate project permit application, the city shall conduct no more than one open record hearing and one closed record appeal in accordance with RCW 36.70B, as it now exists or may hereafter be amended. If certain provisions in this Title create uncertainty as to how this requirement should be accomplished, the director shall determine the proper procedures to utilize for a particular project permit application to comply with this Section.
