The purpose of this Chapter is to set forth procedures and guidelines for the internal arrangement of uses permitted by this Title through a comprehensive site plan review process intended to ensure compliance with plans, policies, and ordinances of the city; and, to provide procedures for the examination of development proposals with respect to overall site design; and to assure that a proposed development is designed in a manner which will not be detrimental to the public health, safety, and general welfare or to adjacent properties.
