The purpose of this Chapter is to set forth criteria and procedures governing the issuance of special use permits for historic structures listed on a federal, state, or city registry of historic places. It is recognized that there are historic structures which were constructed for a special purpose, but due to changed circumstances can no longer be profitably or practically used for the use originally intended. In order to promote the preservation of these historic structures and allow “practical economic use,” it is the intent and policy of the city that such structures may be considered for special use permits for historic structures. These permits, with such special exceptions as may be appropriate, may be issued for any appropriate use to encourage the preservation of historic structures; and, to promote their compatibility, to the greatest extent practicable, with surrounding properties and the underlying zone district. The provisions of this Chapter shall be liberally construed in favor of preserving historic structures. (Ord. 89-8 §1, 1989).
