(1) permit within residential neighborhoods the development of townhouses which may be conveyed on separately platted lots;

(2) permit within low, medium, and high density residential neighborhoods the development of townhouse structures built to standards designed to include amenities usually associated with conventional single-family detached housing, and to ensure their compatibility with the surrounding neighborhood;

(3) promote affordable housing, efficient use of land and energy, and a variety of housing types in a variety of locations to provide a wide range of individual homeowner options. (Ord. 87-9 §1, 1987).
