If the provisions of this Title conflict one with another, or with the provisions of another ordinance of the city, or with the laws, regulations, codes, or rules promulgated by another authority having jurisdiction within the city, the most restrictive provisions or the provision imposing the highest standard shall prevail, except when constrained by federal or state law.
