(1) The Director of Community Development or his/her designee is authorized to administer the provisions of this Chapter.

(2) The provisions of this Chapter shall be held to be the minimum requirements necessary for the promotion of the public health, safety, and general welfare, and said provisions shall be liberally construed to serve the purpose of this Chapter.

(3) If the provisions of this Chapter conflict one with another, or with the provisions of another ordinance of the city, or with the laws, regulations, codes, or rules promulgated by another authority having jurisdiction within the city, the most restrictive provision or the provision imposing the highest standard shall prevail, except when constrained by federal or state law.
