(1) For those proposals for which the City is the lead agency, the responsible official shall be the Director of Community Development or a designee.

(2) For all proposals for which the City is the lead agency, the responsible official shall make the threshold determination, supervise scoping and preparation of any required environmental impact statement (EIS), and perform any other functions assigned to the “lead agency” or “responsible official” by those sections of the SEPA rules that were adopted by reference in PCC 16.39.020.

(3) In performing the above duties, the responsible official may consider the recommendations of the following persons or their designees: Director of Public Works, City Engineer, Fire Chief, Police Chief, or other City officials, and such other persons as the responsible official may desire to consult.
